MY LAPTOP HAS BEEN CHARGING FOR HOURS AT FIRST I DID A EC RESET AND MY CHARGING LED LIGHT STARTED BLINKING WHITE SO I DID SOME REASERCH AND THEN I NOTICED THAT WHEN I PRESS THE POWER BUTTON THE LAPTOP TURNS ON THEN GOES TO A BLACK SCREEN WITH A RED BATTERY WITH A EXCLAMATION POINT SO I HAVE DONE THE EC RESET AGAIN AND NOTHING WORKS, I EVEN DID THE ESC+REFRESH AND POWER BUTTON AND IT DID NOT DO ANYTHING, AFTER 12 HOURS THE LED LIGHT STOP BLINKING ITS COMPLETELY BLACK AND WHEN I PRESS THE POWEER BUTTON THE RED BATTERY COMES ON AGAIN, PLEASE HELP!

It sounds like the battery is in need of being replaced.
There is no software fix for dead battery.
Honestly, I don't even know if a Chromebook has a hardware testing / diagnostic capability.
Maybe? Regardless, if the unit won't come on at all, testing is difficult / impossible.

I checked one of the 19 available Chromebook 14 models available. The results show that at least one of the models does come with a Service and Maintenance Guide.
The Service guide includes the battery part number and the replacement procedure.

- Enter the full model name
- When the website opens, select category Manuals
- Look for and open the Maintenance and Service guide for your computer

Battery will not charge when system is warm to hot
If the “not charging” issue is (only) apparent when the system is running hot (or near that point), the battery and charge system are likely overheated as well – the charge system will resume operation when the computer cools down. Short Version: An overheated battery / computer / charging-system will not charge the battery – this is normal behavior.
Battery seems “stuck” in a particular charge setting
The battery might be OK and just need calibration (balance / set).

Setup: Tablet connected to docking station
Symptoms: Shows 100% charge in battery – computer shuts off as soon as unplugged

Solution
Control Panel > icon view > Device Manager > Open Batteries > Right-Click “Microsoft ACPI-Compliant Control Method Battery" > Uninstall > tab Action > Check for hardware changes (reinstalls the driver)

Symptoms: Battery charges to 100% - notebook shuts down when battery dips to 50%. Battery Diagnostics “cancel” (do not complete)

- Unplug the charger
- Switch off the computer for 30 minutes, boot / start the computer, and log in
- Control Panel > icon view > Device Manager > Open Batteries > Right-Click “Microsoft ACPI-Compliant Control Method Battery" > Uninstall > Remove existing driver
- Shut down the computer
- If the battery is removable, remove the battery for one minute > Replace battery (Skip for non-removable battery)
- Start the computer and log in
- Control Panel > icon view > Device Manager > Open Batteries > Right-Click “Microsoft ACPI-Compliant Control Method Battery" > tab Action > Check for hardware changes (reinstalls the driver)

I am sorry a dead battery is something that cannot be easily reset.
Taking apart your computer is not awful - it is not something most of us want to do even if we are trapped at home with the time to do it.
