That is NOT a Secure Boot issue.
This issue is often due to a failing drive.
So, let's check that first, because if it is failing, it would need to be replaced and there is no point then in doing anything else until we confirm that.
If your PC is new enough to support UEFI, you can use these steps to test the HDD (Hard Disk Drive): http://support.hp.com/us-en/document/c00439024
If not, to check the HDD you have to follow these steps:
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu
3) Press the Function key for testing the hard drive (usually F2) and let it run.
If the drive checks out OK, then report that and I can provide you options for reinstalling Windows on your PC.
Please note that if your model has an SSD instead of an HDD, these diagnostics might not work properly.

OK, what OS version came preloaded on your laptop? If it was Windows 10, the laptop came configured to boot in UEFI mode with Secure Boot enabled.
You can disable Secure Boot, but with UEFI, you must have UEFI-compatible Windows media to reinstall the OS.

You will need to install W10 in EFI mode.
What I suggest you do is this...
Download the W10 ISO file with the media creation tool.
Download Windows 10 (microsoft.com)
Don't let the tool make a bootable USB flash drive.
Then use the free Rufus utility to create a bootable UEFI W10 installer.

After Rufus creates the bootable USB flash drive, restart the PC.
Tap the ESC key to get the menu of options.
Select the F9 boot options menu.
If you have legacy mode enabled, there should be two sets of boot options to select from:
EFI and Legacy.
Select the EFI USB boot source and press the Enter key.
The PC should boot from the USB flash drive and install W10 in UEFI mode.
When you go to install Windows...if you get an error that Windows can't be installed to this disk because it has a MBR partition, watch this video for how to get around that problem.
