I installed ssd gen 4x4 NVMe Lexar SSD NM790 1TB with 7GB/s speed on my laptop HP Pavilion Laptop 15-eg0118TX (2U5N2PA). But the test shows 3.5GB/s. Who knows why and how to fix this so SSD works on its max speed?

Since your notebook's M.2 slot is only PCIe Gen 3.0, you cannot expect a PCIe Gen 4 x 4 SSD to run at its maximum advertised read/write speeds.
This chart shows the theoretical maximum transfer speeds you can get from the various PCIe generations.

3,500 MBPS would be about normal.
