I wanted to limit the power of my CPU because its overheating during summer even on a cooling pad but changing the bios setting to limit CPU to 35W did nothing. Windows tool still keep reporting that the CPU is using 45W still. Windows, drivers and bios are on the latest versions. What to do?

The only fix I have ever seen work is to disassemble and apply new cooling compound or perhaps copper shims where the heatsink meets the CPU and GPU cores. You can also try limiting processor top frequency in the power management settings, but that affects performance. I have seen major cooling improvements from just capping it at say 95%

You can not lower the power limit. 45w is the default setting for overheating issues.

since BIOS is already updated, set BIOS to defaults.

 

1) Shutdown the computer.  

2) Turn the computer back on again and repeatedly tap on the ESC until a Startup menu appears.  

3) Press F10 once for BIOS.  

4) Press F9 for BIOS defaults.  

5) Press F10 to save and exit.

I know how to reset it to defaults. That is not what I want to do. There is a setting called CPU Power limit with options: Default,35w,30w,25w. Changing them does not do anything as the CPU still gets 45w as if it was on default. What is the option for if not for this? My CPU is getting to 99C when I start a simple game like Overwatch. GPU goes to 80-85 so that is relatively fine but CPU is way too hot. So I wanted to limit it since the CPU usage is actually low - less than 50% yet the CPU is overheating so lowering the power would solve it I think. But the BIOS option literally does nothing. Has no effect. This has to be bug.

HP Pc’s uses a customized BIOS setting (Tattooed BIOS) of which some features including overclocking and increasing the VRAM are locked.

This is done in the best interest of safeguarding the PC for the optimal performance and not to cause any extensive component failure.

There are no overclocking settings available. This is an UNDERCLOCKing setting. Can you stop being ignorant for a second and actually listen to me?

 

I want to underclock my CPU because it is overheating. HP provided a setting for it in BIOS, but it doesn't do anything.cpupowerlimit.jpg

Based on this setting's name I would assume that it underclocks the CPU. Can you please verify what this setting does?

That is all I am asking. Don't need "bad button dont touch use defaults" kind of advice. I do not want to be rude, but you are honestly treating me like a toddler.

amps times volts equals watts. This is not underclocking it does not change the frequency of the processor just the power it draws at least theoretically, so as opposed to underclocking its sometimes called undervolting and as you say is intended to make the CPU run cooler. How do you know the power draw is not being reduced by the BIOS setting?

You have a 45w processor, right? Dropping to 35w would be a major decrease.

I used a tool called Open Hardware Monitor after setting it to 35w and it went to 45w anyway.

But the main issue is that the temperature didnt go down at all.

Honestly I have never seen that setting in HP BIOS and it does not appear in the BIOS simulator.
