Hello,
I have Laptop HP Victus 16-d1xxx.
How to enable max clock 4.7GHz. Now I see only max 4.1GHz. Bios version is F.12.

HP has resorted to this solution because Alder Lakes are just too $amn hot. I know, because I have one at work and it always burns my legs when I go mobile.... So, all future BIOS versions will be like this. However, I completely agree that there is no point in doing anything, 4.1 is a perfectly fine balance between performance and considerably lower temps.

Setting the processor at the maximum bandwidth is not something you as a user can do.
You have a factory produced laptop, not a self built enthusiast gaming PC.
Intel does product a utility that may allow you to have some control.
Which Intel processor does your laptop have?
You provided the non specific base model identification, not the system SKU or product number.
From what I see with out more specific identification is that there are the Core i7-12700H or the Core i5-12500H as optionally installed.

You're right, there are many factors which influence on actual CPU clock frequency. But my problem is not new. You can find the same issue on this forum or for example on intel community forum. Unfortunately till now I haven't found the solution. Starting my topic I've hoped there is any progress.

There is no solution for what you are asking other than to build a DIY laptop from scratch. Be aware that the support from manufacturers on them is minimal.
For a few years that was a relatively straightforward thing to do and find in the marketplace, but now you are going to have to search for a manufacturer who still produces and markets those DIY products.
Manufacturers are not going to change their policy for a small group of consumers. That is my own pragmatic take on it.

I did find an Intel Extreme Overclock utility, but it is only for unlocked processors and yours is not. Here is a link to an Intel article on the subject.

All Victus 16-d1s have this problem after updating BIOS F.06 to F.10. (F.06 last version with full Turbo Boost.) The newer BIOS versions implement a EC to hardware limit the max frequency of your CPU. Neither Intel XTU or Throttlestop can change Embedded Controller set limits. Only RWEverything can edit them, but it's too complicated and dangerous.
If you can downgrade your Victus to the F.06 BIOS, your laptop will once again have full Turbo Boost capabilities. HP has removed the BIOS link from the Victus support page, but the softpaq is still available on its servers:

The only other alternative is flashing your BIOS chip externally. These are unfortunately, pretty much, your available options.......
