Hi,
I'm having the exact same issue : battery percentage shows 100% all the time ( of course when the charger is disconnected). Even the Battery Check test on HP Support Assistant only indicates barry is OK and does not show any change in remaining capacity or cell terminal voltages when I run the test from time to time. (that's quite peculiar as when the laptop runs only on battery, remaining battery capacity and cell terminal volages should chage over time as the battery drains)
I don't understand how I'm supposed to " use the laptop until the battery drains to 15%." because my battery percentage remains at 100% all the time....!

Hi, thank you for your reply and sorry about my delayed response. First of all I should mention that my question was posted as a reply to " Riddle_Decipher" on thread Battery Indicator showing 100% all the time, but somehow it appears here as new thread, thus making no sense of what HP device I have faced that issue with.
My device is a laptop - HP Envy Sleekbook 4-1108tx which has 4 cell 52Wh non-user repleacable battery. All these fuzzy things started when I opened the back cover of the laptop and unplugged the battery cable for some maintainace task.
After I connected it back and booted the laptop I saw my battery icon displaying greyed with no charging animation. When mouse pointer hovered on top of it, it displayed "unknown remaining". I tried turning off laptop, disconnecting the battery cable and reconnecting it. Then it started charging and everything appeared to be alright, but only until I put the laptop on sleep mode. It started to power off by itself in sleep mode. This time I not only disconnected the battery cable, but also pressed and held the powerbuttn for 20-30 seconds while the battery was disconnected. I have found this technique useful when I ran into battery issues previous times.
But I found no luck. Instead I started to have more issues, such as battery percentage remaining at 100%, battery not charging beyond 81%, battery stops charging further until the laptop is restarted if the charger is disconnected for a while and battery charging too slow. I tried above "power button technique" and also uninstalling and reinstalling the Microsoft ACPI-Complian Control Method Battery and Microsoft AC Adapter drivers from Windows Device Manager each time, but found no luck.
My laptop has dual boot and I faced the same issues on Ubuntu too, which made me realize that this wasn't some driver issue with Windows, but a problem deep inside my laptop. Therefore I decided to reinstall the latest chipset driver for my laptop and I did.
It looks like reinstalling the chipset driver has resolved the issue, I didn't see any of above isssues so far. (for three days now). but I still see some weird details on HP battery check test results.

As it is marked in above two images, not only the battery "design capacity" shows two different values, but is also far from the actual value (3400mAh) printed on the battery (which was also the value I got in my previous battery checks before these issues) Anyways I don't want to bother about it since my laptop is functioning properly now. I'm making this post as it can be helpful to some others who will face the same issues in future.
