What are the reasons which causes laptop battery reporting " bad cell and blown fuse"?

Welcome to HP Community

 

I have gone through your Post and would like to help
 

This means the Battery's Internal Fuse is blown. This can happen due to normal usage and overtime the cells will start dying and the battery will hold less charge

 

The battery needs to be replaced

 

Please contact HP Support for Service Options

 

Click on this link -www.hp.com/contacthp/ and select your Country to get the Contact details for HP Support
