When plugged in, battery only charges to 77% and then stops. If I unplug and then plug the power cable back in it will charge another 1-2% before stopping again. If I unplug all cables and devices from all USB ports, power down, and then hold the power button for 15-30 seconds (until the screen turns on and then off again) the laptop will occasionally recharge to 100% but this rarely happens. According to the battery details (posted at bottom of this message), it appears that the battery is worn out since purchasing in 2017.
Upon running a battery test through the F2 diagnostic boot tool, I received the following message:
Battery Check : Primary - Replace (42)
Failure ID: 0SJPT0-8AJAHW-MFPUQJ-C0FJ03
Product ID: Z4Z35UA#ABA
Primary Battery
Component Test: FAILED
What exactly does this failure ID indicate? Is there any known fix for this failure ID or does it simply indicate the battery life is declining through regular use? If a replacement is required in order to reach 100% capacity, what is that cost?

Pretty much means what it says. The battery is old and worn out and needs to be replaced.
