Hi there
I would like some help please to resolve this issue.
I've read several threads on fixing this (all seem to revolve around powering off the laptop, removing the battery, discharging the residual charge, powering up with the battery out, uninstalling the "microsoft ACPI-compliant control method battery" driver), powering down, plugging the battery back in and booting up.
My battery is not removable so I've uninstalled the driver, powered down, unplugged and left off overnight, plugged in and powered up.
Not resolved the issue - I'm up to date on BIOS and Windows 10 updates.
Any suggestions?

Do you happen to have the battery saver on in the BIOS which stops the charging at 80%?
I own a Spectre x360 13t-ap000 ultrabook which has that feature. Since I don't use the feature, the BIOS causes a message to pop up while in Windows which nags me to set it.

That usually happens when the battery is nearing its end of useful service and usually the only fix is to replace the battery. Usually Windows will refresh the battery 100% to its current state, but in your case it appears that has not happened. You can try running the UEFI PC Hardware Diagnostics -> Components -> Battery, to see if that will help.
I notice that your notebook came to market in 2019, so that would indicate that the notebook battery isn't exactly fresh.
I wrote a KnowlegeBase article on batteries a year or so ago.
In the article, I described how to get Windows to give you a verbose history of the installed battery by way of a few command line entries.
To generate a Battery report, open a command line window.
enter the following command: powercfg /battery report
That command will create a battery report under C:\WINDOWS\system32\battery-report.html
Find the battery report and open it in a browser to view it.
Copy the report and save it as text. You can past the report in your next reply here.

Using the HP Support Assistant gives me this response:

Invalid Parameters -- try "/?" for help

Edit - realised you had a typo (no space between battery and report)
Will post report separately but appears that it is being stopped from charging at around 80%
