hi guys , I recently encountered a issue with my laptop battery, On some days the laptop charge stuck on 59% after a simple restart the problem is solved , but now. I thought the problem was with Windows. i changed the windows and delete battery drivers and restard And the number was increased to 61 and now battery charge stuck at 61 , i run diagnostic tool and this is my result

Charge capacity is 95%

Cell voltage 3 - 4 : 0mV  
is this ok ??

Update 

I found a few solutions and why this issue happens

this issue happened because you let your battery be drained

so how i actually fix this

let charger stay in laptop for 3-4 hour ( enough for 100% charge )

( in all step let charger stay in lap top ) 

then go to Device manager remove all of battery drivers then Update your bios.

Fixed in this release: - Fixes an intermittent issue where the system battery does not recharge completely. - Provides the updated Intel CPU microcode to improve system stability and security.

Version: F.42 Rev.A

Fixed in this release: - Fixes an issue where the battery information is reported incorrectly. - Provides improved battery health when the system is connected to an AC adapter.
- Provides improved security of UEFI code.

NOTE: HP strongly recommends transitioning promptly to this updated BIOS version which supersedes all previous releases.
