I have a new battery thats not charging. I've tried all the listed solution but it still don't charge.

Let's start off by performing a Hard reset on the notebook:
Before power resetting your computer, do the following:
-
Disconnect or remove all peripheral devices. Start up the laptop and test the computer by itself, and then reconnect one peripheral device at a time.
-
Turn over the computer and look for a battery compartment door.
-
If there is a battery compartment, use the steps in Reset a laptop with a removable battery.
-
If there is no battery compartment, use the steps in Reset a laptop with a sealed or non-removable battery.

I recommend to restore the BIOS defaults.You could restore the BIOS with this document selecting the reloading the BIOS default settings. That way it will look at the Hardware installed on the Notebook.
Once done, restart the computer and check.
Please follow the steps to uninstall Microsoft ACPI-Compliant Control from Device manager:
Unplug the charge and use the laptop until the battery drains to 15%.
Turn off the laptop and turn it back on after 30mins.
Reinstalled Microsoft ACPI-Compliant Control Method Battery under device manager,
Restart the computer and the issue should be fixed.
Also, Go through them all and let me know what you have determined is causing the issue. The first document has the most relevant troubleshooting if your battery appears to be not charging.
I would suggest please update the Bios and Chipset drivers on your PC from our HP support website, using this link: http://hp.com/drivers Select the country and language. Enter the product# and follow the on-screen instructions.
Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.

Next thing, I would suggest here is to run the test on the battery from F2.(Click on Component test - Scroll down to Power)

I tried all this listed solutions but it still don't charge when i got the new battery I let it discharge to about 22% and uninstalled the Microsoft ACPI-Compliant Control and reinstalled tne battery and restarted the computer. but it still did not start charging. So what I had to do is cut the computer off take out the battery unplug the cord and wait until the next morning press the the on button for about 15 seconds before i plugged in the power cord and battery then I put the battery back in and plugged the power cord up and it charged for 5 seconds, but it did go from 22% to about 25%. So now I got it Up to about 49%. I've even reinstalled windows 7 again to see if that work but it did not. I restalled my computer to the factory setting but it still did not start charging. So I when back to windows 10 and start charging back the old way.

This looks like a possible hardware failure. I would recommend you contact our HP support team so that they can setup a service.

That's really sound a good idea, you can definitely try to replace the power cord and check if that helps.
