Have you followed the basic troubleshooting?
Does the power LED light up and change to amber?
That would let you know if the power adapter is operating as expected.
If the power LED lights up and it does not charge, considering that you state that it is a new laptop, I would contact the vendor immediately to get a replacement.
Manufacturing isn't perfect and faults do happen.
