My battery's full capacity is 70Wh whereas the full charge capacity is just 58Wh.
Why?
Its still in warranty period.
Can I replace it?

The storage capacity of all batteries diminish over time.
What you are experiencing is normal.
That is just the way that the battery chemistry works.
You cannot expect a battery that has a design capacity of 70 Whr to remain at that level.
A laptop battery is covered under the warranty if it fails during the warranty period.
Run the HP PC Hardware Diagnostics UEFI battery test to see if it fails.
