This issue was fully solved doing this. Just to let you know that additionally to this issue with mouse delays on Bluetooth, also preventing all privacy violations from 2004 windows version, I reinstalled completely from scratch Windows 1909. Previously I downloaded all drivers and I was able to successfully get a faster machine free of glitches and I stopped windows update to install any update without my approval (even after that some components where updated unilaterally). I'm happy after that and works like a charm (I'm typing on it).
To do this, it's a must to consider download driver at same USB to reinstall windows, intel Optane and SSD drivers, due if you do not have it handy, when reinstall it, you won't be able to see any SSD drive available. So prepare in advance with such driver in same USB to do a clean Windows 1909 installation. After that, I get a significant increase on battery life by about 10 to 15%
