Product name: HP Elitebook 2570p
Os: Windows 10 x64
Question: Even after downloading Broadcom Bluetooth adapter 4.0, I can still not locate the Bluetooth
in the device manager. the Bluetooth toggle option to turn on/off is not available. How to fix it?

If there isn't a Bluetooth device enable/disable setting in the BIOS, and you are 100% sure your notebook came with built in Bluetooth (not all of the EliteBook 2570p's did), then you can also use this method to turn on the Bluetooth after it was turned off during the W7 upgrade process to W10:
Make a bootable Ubuntu installation flash drive.
Download the Ubuntu ISO file from the link below:
Get Ubuntu | Download | Ubuntu
Here's a tutorial on how to make a bootable Ubuntu installation flash drive.
Create a bootable USB stick with Rufus on Windows | Ubuntu
Boot from the Ubuntu installer and you will be given an option to 'Try Ubuntu without installing.' Select that option.
Then see if you can enable the Bluetooth in Ubuntu.
Turn Bluetooth on or off (ubuntu.com)
If your notebook has a Bluetooth adapter, you should be able to turn it on. Do so.
Exit out of the Ubuntu installer, shut down the notebook, remove the Ubuntu installer.
Turn on the notebook, and when you are back into Windows, the Bluetooth should be present and working.

Hi:
If you updated the PC from W7>W10 the Bluetooth may have been turned off during the upgrade and therefore remains off.
Go into the BIOS.
Find the Bluetooth adapter setting.
If it is enabled, disable it.
Save the setting and then go back and enable the Bluetooth radio again.
Save the setting and restart the PC.
Hopefully, the Bluetooth device will now be present.
