Hp pavillion power 15 cb

I got my new pavillion power 15 today. But when i started to charge it, it was giving a mild continuous electric shock. Also the battery wont charge to 100%. It is stuck at 84% and not charging after that. Also it says 'plugged in not charging', but when i remove and replug it it starts charging but stuck at 84%. Since it is a new laptop should I drain the battery fully first before charging? I am really worried abt the shock as well. Please some help me ASAP.

Please look for a private message from an identified HP contact.

Additionally, keep in mind not to publicly post personal information (such as serial numbers and case details).
