Operating System: Microsoft Windows 10 (64-bit)

When I play a game my CPU slows down from more than 3Ghz to less than 1.4Ghz. My laptop isn't overheating. What is causing this?

Aight I solved it. It was freaking Avast Antivirus creating god awful power plans. My license for my previous antivirus expired and Avast decided to step in. All solved.
