Operating System: Microsoft Windows 11

Hi, My CPU drops to 0'77Ghz occasionally after boot up or after a short period of time. A reboot will often fix the issue but it's becoming more and more frequent. I am running the latest BIOS F.35a released in July 2021. Does anyone know what the cause of this is and how to rectify this? I recently sent my PC back to HP for a battery issue and they cleaned the internals so I know there is zero dust clogging up the system. Thanks in advance.
