So I got this brand new notebook recently. It's a HP Notebook 15-db10115ni with a AMD Ryzen 7 3700u and Vega 10 graphics. After hours of trying to get the CPU to work at its full potential with no luck at all. On CPU-Z it tells me the CPU is tdp maxed at 15W which is much lower than the adjustability range AMD advertised. When I put the CPU on a benchmark test even stressing it the tdp stays at about +-10W. I have tried multiple tuning software, throttlestop not supporting and ryzenadj not doing any thing. The clock also one goes up to 1.68GHz where it is suppose to be base 2.30GHz and 4GHz turbo. Nothing in the bios setup can change tdp or clocks with it being updated to most recent version. I really need help getting the tdp up to 35W like AMD advertises and turbo actually working.

I understand that the Current / EDP / Power Limit Throttling.
HP Pc’s uses a customized BIOS setting (Tattooed BIOS) of which some features including overclocking and increasing the VRAM are locked.
This is done in the best interest of safeguarding the PC for the optimal performance and not to cause any extensive component failure.
To conclude, the VRAM on your PC is already shared with a specific value, and its locked and cannot be changed.

So basically after a while of owning my HP I tweaked settings (for legal reasons can't exploit that) no I have a frustrating temp throttle because I have a nice cooling pad the internal case temp is super low but the CPU temp creeps up and the laptop fan is super lazy with responding to CPU temps. So I'm designing a exhaust extraction fan setup to aid the internal exhaust fan because the internal fan can't be controlled. The CPU want to use 25W Watts but gets killed because of temp.

I understand your concerns.
In that case, I would suggets you uninstall the graphics drivers and reinstall. Also, update the BIOS.

Please update the Windows update as well.
Windows Updates -
1) In the search box, type, and open Windows Updates.
2) Check for updates.
3) If the updates are available, click on install and restart the computer.
