Hello everybody. My CPU is stuck at 0.79GHz. I reinstalled windows but the problem still persists.

After the reboot, CPU works fine for 10 or more minutes, but then it`s speed drops and utilization doesn't go above 33%, even when running stress test in Intel Extreme Tuning Utility.

I can make CPU go above 0.79GHz by using Throtlestop, but the speed is still low (2,6/2,8 at 100% utilization).

I also noticed that it throttles for no reason .

Right now it's  working on 0.79GhzRight now it's working on 0.79Ghz

As I understand you are having issues with the CPU performance on your HP notebook. Don't worry as I have a few suggestions which should help you resolve this issue.

 

To provide you with an accurate solution, I'll need a few more details:

Have you recently made any software or hardware changes on the PC before the issue started?

Did it happen after a software update?

Have you tried to update the drivers as well as the Bios?

Have you tried to run any test on the computer?

 

In the meantime, let's try these steps here:

 

Perform a Hard reset on the PC: 

Many startup errors and other problems can be resolved by decreasing the amount of power stored in hardware components. Decreasing stored power is sometimes referred to as a "Hard Reset". Use the following steps to perform a hard reset on a computer:

  1. If Windows is open, click Start and then Shutdown.

    If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.

  2. With the power off, disconnect the power cord from the back of the computer.

  3. With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.

  4. Reconnect the power cord and turn on the power.

Next thing, I would suggest here is While playing these games please check the task manager for CPU usage and end any unwanted task or process that is hogging the CPU usage a lot from this link: HP PCs - Using Task Manager (Windows 10, 😎

I would suggest here is to update the Bios and Chipset drivers. Also, download and install HP support assistant on your PC. It should automatically download and install the latest updates and drivers for your PC.

Refer this link to know how to use HP support assistant.

 

If the issue persists, I would suggest here is to run an extensive system diagnostics test from F2(Please capture the failure ID for further assistance).

Hello.

No, I just installed a game and tried to play it. But unfortunatelymy CPU reached 100C so I shutdowned my notebook. I think my proccessor is damaged.

Did it happen after a software update?

I have no idea. Probably no.

Have you tried to update the drivers as well as the Bios?

I have never updated BIOS. I updated only Intel hd graphics drivers.

Have you tried to run any test on the computer?

Yes, I ran Intel proccessor diagnostics, and it didn't find any problems. I also ran stress test in Intel Extreme Tuning Utility.

 

I reinstalled windows, didn't help.(I left all my apps untouched ).

Right now, I am using ThrottleStop, to keep my proccesor's speed at 2,7 Ghz.

I will try what you suggested later

I dont have any useless programs in task manager, only drivers. Can I update bios using bios for win 8?

Sinice Bios is independent of OS, you can try to update the Bios for Windows 8 and check if that helps.

I have windows 10, not win 8. But the bios that I am about to flash is for win8. I heard that it's possible to "brick" notebook, by flashing bios for different windows version.

I was trying to flash bios through UEFI Diagnostic Tool (used this quide: https://support.hp.com/sk-en/document/c00042629).

But my Motherboard ID doesn't  match bios name. I have 1963, but there is only 1961 and 1966.

I have the same issue.

Hp power Notebook ( i7 - 7700hq ) stuck on 0.79 Ghz.

I noticed when running a benchmark that the system was under-powered ( like running a N4000 or E2 cpu )

It only occurs when I put in the power adapter: performance is stuck at 0.79 ghz

Disconnect the power adapter - on battery power: > 2.00 ghz

 

So It defenitely has something to do with the power adapter connected.

I'm figuring out right now what could be the problem....

Problem solved: I replaced the power adapter - faulty power adapter - 

Now it's running on external power + 3.0Ghz

With the 'old' power adapter: stuck on 0.79Ghz
