Hi.
I'm having an issue with my brand new Envy x360 13 (2020). This has ther Ryzen 7 4700u.
On battery power the CPU runs around 45-50c while doing nothing. As soon as I plug in the charger the CPU temp rises pretty much instantly to over 90c and a couple times even hit over 105c which is the max rated temp for this CPU. These temps are literally just while sitting at the desktop. I have noticed that the CPU boosts up to 4000mhz when plugged in, regardless of what I am doing.
Windows is up to date and all the latest HP drivers and BIOS have been updated. I have also tried changing power mode (e.g best battery, best performance etc), this didn't make a difference at all.
Can anyone help with this so my CPU doesn't melt every time I charge the laptop.

I reviewed your post and I understand that the CPU temperature is hitting 90c in idle.
Don’t worry, I assure you I will try my best to get this sorted.
I recommend performing a system test on the computer following the steps in the below article to make sure that there are no hardware issues.

If the hardware test pass, then follow the steps in the below article and perform a system reset.

Let me know how it goes and you have a great day!

I have already done the tests and all results came back ok. I have also tried resetting which did not make a difference.
I managed to fix it on my own following this guide https://www.youtube.com/watch?v=tl4Fs-ZjlkA
On factory settings the CPU boost is set to 'Aggressive' when the charger is plugged in, I changed it to 'Enabled Efficient' and the cpu temps dropped to mid 50's while charging.
Obviously this is just a workaround, HP needs to update/fix drivers so this issue isn't there in the first place.
