My camera shutter key activates after turning on the laptop after shutdown and after logging into windows it doesn't deactivate and open the shutter blades of the integrated webcam despite pressing multiple times. Only way to open it is to force shutdown the laptop and on opening the button again deactivates by itself and the shutter opens. Even so, the button doesn't work again after pressing and this cycle continues. This happened after a windows update and after restarting, I noticed the red LED stuck on login screen and I couldn't turn it off. I tried several steps from clean installing my windows from USB to reseting from settings, even resetting BIOS with Windows+B trick and then again, updating BIOS multiple times and it did absolutely nothing, the problem still persists. PLEASE IF SOMEONE KNOWS SOMETHING THAT CAN GET  BACK TO NORMAL, I'M IN DIRE NEED FOR HELP!!

I understand that the camera shutter key on your HP ENVY 16-h1023dx remains stuck with the red LED illuminated after startup, and pressing the key does not toggle the camera shutter. Since you have already performed a clean installation of Windows, reset the BIOS, and updated the BIOS multiple times, let's perform a few additional checks to determine whether the issue is software or hardware related.

 

Perform a Hard Reset

  • Shut down the notebook.
  • Disconnect the AC adapter and any external devices.
  • Press and hold the Power button for 30 seconds.
  • Reconnect the AC adapter and power on the notebook.
  • Check whether the camera shutter key functions normally.

Test the Camera Outside of Windows

  • Turn off the notebook.
  • Power it back on and repeatedly press F2 to launch HP PC Hardware Diagnostics UEFI.
  • If available, run the Component Tests > Camera test.
  • Observe whether the shutter opens and closes correctly outside the Windows environment.

Camera in Device Manager

  • Press Windows + X and select Device Manager.
  • Expand Cameras.
  • Right-click the integrated camera and select Uninstall device.
  • Restart the notebook and allow Windows to reinstall the camera driver automatically.
  • Test the camera shutter key again.

Check Windows Updates

  • Open Settings > Windows Update.
  • Install all available updates, including Optional Updates and driver updates.
  • Restart the notebook and test the camera shutter key.

Since you have already performed a clean installation of Windows and updated/reset the BIOS without any change, if the camera shutter key continues to behave the same way, the issue is likely related to the camera shutter switch, hotkey.

I did all those steps and still didn't work and the camera test in BIOS is just for Camera, not the shutter key. 
After startup, the key activates on its own even before the login screen appears and after login, I can't turn it off pressing
Then in this state, when I again shut down and startup again, the key deactivates on its own again and still after login, it's unresponsive
So, in summary, when it's off and I turn on the laptop, it activates
But when I turn it off in ON state and then startup, it turns OFF again

I understand that the issue is not resolved, The stuck red LED on your HP Envy 16-h1023dx camera shutter key is often caused by a firmware or driver conflict. I would request you to please follow the below.

 

Check Windows Privacy Permissions

 

Sometimes the shutter responds to the key, but the camera app still reports it as blocked.

  • Open Windows Settings (Win + I).
  • Navigate to Privacy & security > Camera.
  • Make sure Camera access and Let apps access your camera are toggled On. 

Update the BIOS and Chipset

 

Most users facing this issue find relief after updating the system firmware. 

  • Go to the official HP Software and Driver Downloads page. https://support.hp.com/in-en/drivers 
  • Enter your exact serial number or select "Let HP detect your product" to find exact matches.
  • Download and install the latest BIOS and Chipset updates. Ensure your laptop is plugged into the wall charger while updating.

Reinstall Drivers

 

Firmware and driver glitches frequently disable communication between the camera key and the physical shutter.

  • Right-click the Start menu and select Device Manager.
  • Click View at the top and select Show hidden devices.
  • Expand Cameras (or Imaging Devices). Right-click your integrated webcam and select Uninstall device. Check the box that says "Attempt to remove the driver for this device" and confirm.
  • Restart your laptop. Windows will automatically reinstall a fresh driver upon reboot.

Again, I did all those fixes before and the problem isn't with the camera app inside windows but the issue is even before windows boots up and depending on the last power state the button activates on its own and closes the shutter blades over the camera.
