I want to upgrade my Laptop's CPU i.e. from Intel i3 chip to Intel i5 or i7 chip. Is it possible? And also I want to add more RAM. Is that possible too?

Hi,
It is not possible to upgrade the CPU in modern notebooks as it is integrated on the motherboard. (soldered)
You can upgrade to max 16GB of DDR4 2400Mhz RAM (2x8GB)
The RAM will run at 2133MHz. So, you can insert an extra 8GB in the empty slot
Example
https://www.crucial.com/compatible-upgrade-for/hp---compaq/hp-15q-bu006tu#memory
On page 50 of service manual you can see the steps to install the RAM
http://h10032.www1.hp.com/ctg/Manual/c05493257.pdf
What you should do is replace the 2.5" HDD with a 2.5" SATA3 SSD and reinstall the OS. This would give a great boost to the everyday performance of the machine.
Hope it helps,
David
