The Intel Atom N455 can support a 64-bit operating system according to the Intel processor specs.

 

Intel Atom Processor N455 512K Cache 1.66 GHz Product Specifications

 

The HP mini notebook series is not supported by HP for W10, so there may be some devices that don't work properly on W10.

 

Also, Microsoft closed the loophole in October of 2023 that allowed customers to upgrade to W10 on their PC's after the free upgrade period expired in 2016.

 

That means you would have to either have a W10 retail product key you can use, or you would have to pay for a W10 product key, and since there may be some issues with W10 and the HP Mini model series, I would not invest any money in buying W10 for your notebook.
