Operating System: Microsoft Windows 11

My G5 HP Dock won't turn on via its on/off button (it has worked in the past).  I have to turn on the laptop via its on/off button in order for the dock to function.  I have two monitors connected to the dock plus a USB camera and headset.

The laptop is a HP Envy x360 15.6 inch 2-in-1.

 

Any ideas on how to get the whole setup to function via the Dock's on/off button.
