Can you upgrade from the standard 8gb RAM to 16gb RAM in the HP Envy x360 15-BQ213CL?

According to specs:

your model has 2 memory modules in it already. 2 x 4 gig DDR4-2400 SO-DIMM. Manual says not customer upgradeable and @banhien is correct to caution you but we have helped hundreds of people do these kinds of upgrades and it is not terribly difficult on this model. Remove the back cover and the RAM slots are under a heat shield like this:

The manual covers dozens of models and it most definitely covers the range of model numbers that includes yours. See page 1 at the top under Product Name. 

 

So in order to upgrade you need a pair of 8 gig DDR4-2400 SO-DIMM modules. Like this:

In most countries, HP Service will not install 3rd party parts and HP charges a lot more for parts than you can buy them at retail. Also they may or may not charge for labor. Where do you live (country) and we can figure out your options but as long as you are careful you will not spoil the warranty.

So that just confuses me even more its says non-upgradable and non-accessible but also can support up to 16 on select models and my model number appears nowhere on the list of models this user manual is for. And if this is work that can be done by and Authorized Service Provider how do I find one I will gladly pay to have it done and not viide the warranty.
