I cannot find PCI device driver. In the device manager It shows "The drivers for this device are not installed (code 28).

Pleae try to download and install Realtek Card Reader Driver for Windows 8.1:
http://ftp.hp.com/pub/softpaq/sp69501-70000/sp69610.exe
