If the HP 250 G7 laptop is not turning on and the Caps Lock key blinks 5 long times followed by 3 short times, this typically indicates an issue where the embedded controller cannot reach the BIOS within the established time limit. Here are some steps you can take to address this issue:

  1. Remove All Accessory Devices:

    • Disconnect any external devices such as USB drives, printers, or any peripherals attached to the notebook.
  2. Hard Reset:

    • Perform a hard reset of the laptop by turning it off, disconnecting the AC adapter, pressing and holding the power button for at least 15 seconds, then reconnecting the AC adapter and trying to restart the laptop.
  3. Check Power Source and Adapter:

    • Ensure that the AC adapter is working correctly. Test it with another compatible device or try a different adapter with the laptop to rule out power supply issues.
  4. Reset Embedded Controller:

    • Disconnect the AC power from the computer.
    • Press and hold the power button for more than 12 seconds, and then release it.
    • Reconnect the AC power and try turning on the computer again.
