I have a broken charging port on my old laptop. Is there a way to charge the battery externally or hub. It does not have a USB-C port. I have been quoted >$450 to replace the mother board but the rest of the computer is fine. Any suggestions?

According to the illustrated parts list and diagram there is a power connection cable. That appears to be what your power adapter plugs into. That is a replaceable item that the shop should be able to manage.
If I were you I would go to a different shop that isn't trying to sell a motherboard replacement when a simple part will fix the issue.
The power connector HP p/n is 813797-001 It is an inexpensive part. It is about $5-$10 on eBay.

It is a shame the shop you went to was dishonest or incompetent.
