Hello,
I am trying to purchase a compatible motherboard with an upgraded processor from the Intel Celeron, that will fit an HP 15 Notebook laptop.
Model # 15- f233wm
Serial # [personal info removed]
Product # LOT33UA#ABA
I have upgraded my laptop's RAM from 4 to 8 GB; furthermore, I have upgraded the hard drive with 1TB SSD storage as well. However, even with these upgrades I still cannot run Windows 11, or see the improvement on my laptop that meets expectations.

There aren't any motherboards that both support W11 and would fit in your notebook.
Also, to upgrade the motherboard in your notebook to any of those that come with Intel Core processors listed in chapter 3 of the service manual, additional parts would be required such as the fan and a different heat sink.

If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.

Thank you for your knowledge and expertise regarding my specific situation. I would; however, like to ask if there is a motherboard that would fit my laptop with an upgraded processor without the need to install Windows 11? In addition to the motherboard, what would be the model number and part numbers for the specific heatsink/ fan that I would need to purchase?

You're very welcome, Brian.
Only the motherboards that are listed in chapter 3 of the service manual will fit in your notebook.
I see that the only motherboards that come with Windows 10 product keys are the ones with select Intel Celeron and Pentium processors that have a suffix that ends in -601.
Unfortunately, I won't be able to help you with what you want to do because you would only end up with a motherboard that comes with the system board with an Intel Pentium N3540 processor, and that upgrade would not be worth the time, effort or money to perform.
The other motherboards come with Windows 8.1, and those can no longer get the free upgrade to W10 since Microsoft closed the loophole in October of last year that allowed for free upgrades beyond the July 2016 free upgrade period.
You would be much better off buying a refurbished or new notebook that comes with the specifications that would support an upgrade to W11.
