To Perform A Hard Reset
Shut down the computer by going to the Start menu and selecting shut down. (If you have no display, hold the power button down for 5 seconds)
Disconnect the AC Adapter from the notebook.
Remove the battery from the bottom of the notebook. There will be a switch/button to eject the battery.
Wait at least 1 minute with all power sources disconnected.
Re-insert the battery and reconnect the AC Adapter and then attempt to power on the notebook.
Let me know if this helps resolve the issue.

Hello there,
I tried a hard reset a couple times but it doesn't work. It fan issue started with a weird noise coming from it then one day it just stopped working and i started getting the error message when i start the laptop Could this be an issue with the fan, maybe I need to replace it or something?

Hi,
Yes most likely you need to replace the fan. The part number is 646285-001 and you can find online for good prize by searching with part number. You can also buy from HP parts store, in the US site it is on backorder:
The fan is not so expensive, however replacing the fan is quite complex as you will need to dismantle the PC. On page 93 of service manual you can see the steps to replace the FAN. One important thing to remember is that when removing heatsink to clean off the old thermal material and replace with quality thermal paste on the CPU.

You can also look at these HP videos which can help a lot if you decide to perform the fix on your own:
