Can I still use my laptop if the cooling fan is not working?

No -- the laptop will overheat and will either shut down due to that, or it will have a thermal crash and trash the processor.

 

That being the case, you need to get the fan replaced and such repairs can be very difficult and risky to perform, depending on how much stuff has to be removed in order to get to the fan to replace it.

For such repair estimates, you would need to contact an HP Repair or Service Center.

Thank you for addressing my issue. But, does it necessarily need a replacement? I was thinking of taking it to a technician shop so it can get fixed because I believe that it’s just obstructed by something or it has too much dust in it.
