Error codes:

Problem description:
I have a Hp Spectre 360 - 4005dx which is not charging and doesnt turn on. I found some smoke came out of the laptop after I examined I found that some components have been blown out it seems in the motherboard (as shown in the picture). After searching about this issue I found that lots of posts related this issue and people are struggling with the same problem.
Troubleshooting steps:
Opened the back case and found some burnt area above the battery. Think some components have been burnt up

What is this HW Delivery  and Unresolved-Hardware Fee Declined mean??
