How to I turn off power delivery from the USB-ports? Even when my laptop is off, it keeps charging external devices. I can definitely see the benefit of this, but what I don't like is that my external HD keeps spinning, and is quite hot in the morning. So I would like to turn the power delivery off from some of the ports.

Ok. To be fair, it works some times, but not consistently. My external HD will power off from time to time, but I cannot see any consistency.
