When I bought my laptop HP Pavilion x360 - 15-dq0200nia Product 8UK69EA, I should have got a laptop bag as gift but due to logistic issues linked to post covid 19 pandemic, the salesman told me that the delivery of the laptop bag has been delayed and he will do a personal follow up and will revert back to me when the bag is delivered. Throughout many months, he still told me the same story whenever I queried him. When I finally tried to make a complaint to his manager, the same salesman called me back instead of his manager to tell me that his manager is just out for lunch at 15h30 and that I should not have got the bag anyway and to forget about it. My question is: do you normally get a laptop bag whenever you purchase an HP laptop?

What you get depends on where you shop.
When you purchase a computer or other device from the HP Store, what you get in the box is clearly outlined and explained when you place your order. In so much that I am aware, there are no "personal favors" when shopping at the online HP Store. There are certainly deals, sales, and limited time "with this purchase" events.
The question, then: Did you purchase your computer directly from HP?
What else?
Sales people in stores say things.
Sometimes what they say is true - other times not-so-much.
Based on your description, I think you will not get a bag for your computer unless you decide to purchase one.
Were it mine to do, I'd purchase the bag from a different merchant.

To reply to your question, I did not buy from HP Online Store nor directly from HP, but rather from a reseller company. Secondly, the laptop bag was on my purchase receipt. The salesman manually wrote "pending delivery" near the bag on the receipt.
Moreover, all laptops which I bought before was delivered with a laptop bag such that I believe that HP laptops are delivered with a laptop bag as gift, hence my query regarding a possible wrongdoing wrt me.

Sure, if you have a receipt that states the store is supposed to include a bag with your order, then you should receive a computer bag.
I've purchased computers both with and without bags.
I do not recall ever having been "put on indefinite hold" to receive something that is on the receipt regardless of whether the item was a gift or part of the original purchase order.
Sounds like you are being told a story, in my opinion.
