I have an Anker 11-in-1 USB-C dock that will not work with my HP Laptop.

It works seemlessly with my Lenovo work laptop.

 

Is the issue a lack of support for DP Alt Mode?

I'm looking for a USB dock that is compatible with this laptop HP CN0008CA to run dual monitors as well as USB peripherals and LAN.

It does not have docking port and its SuperSpeed USB Type-C® 5Gbps signaling rate port won't help.  If you wish to connect 2 external monitors (only), you can use


Monitor 1: HDMI direct cable

Monitor 2: Using a Displaylink Certified USB-A to HDMI adapter such as

 

                     USB to HDMI Adapter
