I couldn't find the "ne" version, but the HP Laptop 15-dw3416no (3Y2H4EA) can be fitted with up to 2 x 32GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, SODIMM, 260-pin RAM modules.
Not all RAM is dual rank (2Rx8), and in addition, in order to have dual rank RAM, you'll have to use either a 2 x 16GB or 2 x 32GB RAM kit.
