Simple, does the HP 15 bs212wm laptop support VT-d (Virtualization Technology for directed I/O?
I have found that the CPU (Intel Celeron N4000) does support this feature but I am aware that the motherboard (HP 84D4) also needs to have support. I have spent a few hours looking through various articles and websites including; HP Support, HP product page, Intel, and general Google, but nothing highlights the information I need.

Take a look in the BIOS.
Immediately after pressing power button from a powered off condition of the laptop, tap the Esc key.
In the menu that opens, choose F10 to access the BIOS.
If it does have the capability, there will be an enable/disable option for VT-d.
Most entry level notebooks, such as yours, do not have that capability.
