HP ProBook 450 G7 Notebook PC

I saw in the product description that it can go up to 4.9GHz, but in my notebook settings it only shows 2.8GHz why? does this mean it's the maximum? mine has an i7 10a processor and the laptop is plugged in at the top and set to the best battery performance.

Setting CPU to run top speed all the time will kill machine in no time. System will work it out to run at top speed when required in few milliseconds or even nanoseconds
