I have the same situation, but currently can not install a firmware update - company managed...
I tried a few things in powersettings via Windows, and it seemed to be a working workaround. Maybe it helps somebody else:
- System settings - Energy settings, Advanced
- Intel Graphics Power Plan => "Maximum Battery Life" on AC
- CPU, Minimum => 5% on AC, Cooling => Passive on AC, Maximum Performance 99% on both
- Dynamic GPU => Optimize energy savings on AC (like on battery)
- AMD GPU, Powerplay => Optimum Battery on AC
Solved it for me. Reduces performance for GPU mainly, but really doesn't matter for my Office use case. I think it is linked to dedicated GPU switching which is done on AC with the default settings. I also noticed that the problem don't occur with every use case, but especially with some apps which triggers Windows to use the GPU.

i had the same issue where the fan will be on most of the time and it was annoying. Atleast for me the problem resolved once i installed radeon graphic driver from HP support site. This drive doesn't often comes factory installed and looks like without this its taxing the CPU. I had to optimize my GPU and brighntess/performance settings after installation.
