You will need to manually install the driver for the fingerprint sensor.
The fingerprint sensor will be labeled as an Unknown device with a hardware ID of USB\VID_138A&PID_003C.

Run the driver file. It will most likely not automatically install the unknown device.
Go to the device manager, click on the unknown USB\VID_138A&PID_003C device.
Click on the driver tab. Click on Update driver.
Select the 'Browse my computer for drivers option,' and browse to the driver folder that was created when you ran the file.
That folder will be located in C:\SWSetup\sp58900.
Make sure that the Include subfolders box is checked, and the driver should install.
If you post the hardware ID's for the other devices that need drivers, I will post the links to those as well.
Use this guide for how to find the hardware ID for a device:

Hello Paul! I was hoping you would reply to this question. I saw where you had given this same driver to other people when I searched. This driver is one that I gave already tried. I just installed it again and the driver installs correctly, windows hello recognizes it, but when I go to setup my fingerprint, the sensor does not respond at all. I'm not 100% sure the sensor is good as this is a used computer. I have purchased a replacement sensor just in case.

You're very welcome.
Before ruling the fingerprint sensor as defective, try the W10 HP SimplePass fingerprint sensor software and see if that works to enroll your fingerprint instead of the Windows Hello app.
