Hi,
Please let me know how to update BIOS of my laptop HP Elitebook 8460p with Windows 8.1 64-bit.
I intend to update BIOS because BIOS is not gettting save its settings and I want to enable Virtualization
Technology VT-x.
And Date and Time is ok and I checked CMOS Cell it is also Ok 3.06V.

Hi,
Here you can find the latest BIOS provided for your notebook
https://support.hp.com/us-en/drivers/selfservice/hp-elitebook-8460p-notebook-pc/5056942
You can also try to create an administrator password in the security settings in the BIOS and then reboot and enter BIOS. See if now when you make changes they are saved. I believe that some of these models only save changes if there is an actual BIOS administrator.
