While doing a full Windows Defender scan, laptop is arbitrarily thermal throttling to 400MHz, even though AMD Ryzen 4700U is rated for 95C sustained and 105C junction. This hard throttle causes extreme stuttering and performance loss when a more gradual throttle system could be used instead.

 

This also occurs in gaming when using both CPU/iGPU. Only an external laptop cooler stops this behavior, but honestly, this laptop should be able to handle Command Center's Performance mode without this hard throttle to 400MHz. As before, this doesn't even help thermals (like when I had overheating in Modern Standby and it was doing this every other second; temps still hit 108C, though this is now fixed). All it does is kill performance and ruin user experience.

Please share the product number of your PC to assist you better.

Excellent description and a great diagnosis are done. It is greatly appreciated.

Request you the following list describes some causes of excessive heat & Blue Screen issue 

  • Dust inside the laptop.  
  • A new component, such as a hard drive, is added. The extra component causes the power supply to work harder and generate more heat. Extra heat also radiates off the new component and adds to the temperature inside the case.  
  • Over time, some cooling fans might slow down and wear out, as the laptop is getting hot, depending on the usage of the laptop.  
  • High ambient room temperature.  

Step 1: Removing dust and lint by cleaning vents  

Step 2: Ensuring proper space for ventilation  

Step 3: Updating the BIOS  ( Make sure Power adaptor connected to notebook )

Step 4: Using HP CoolSense technology  

Step  5: Update the Windows 

Step  6:Update Drivers from HP Support Assistance

I actually don't think it's the CPU causing the throttling. Rather, it's the VRM overheating causing immediate current delivery cuts (explains why CPU goes straight to 400MHz). This is, unfortunately, a hardware design fault, as VRM do not have heatsinks (I've looked at the board). Only extra airflow can cool them, so the only solution to this issue is an external laptop cooler.

I think the newer 15-ee000/100 models that have rear fan exhaust and redesigned copper heatpipes cool the VRM in a more efficient manner.
