I recently purchased this laptop with a r5 2500u with vega 8 graphics,

 

The graphics is supposed to run up to 1,100 Mhz core clock, however the highest i get is 800-900 mhz at the start, this is still usable and not really a problem, just a bit dissapointing. However this quickly drops to 400 or less after 30 seconds of GPU load which makes the sytem completely unusable. I know this chip struggles with power allocation between the CPU and GPU due to the ~15W limit but the CPU was sub 10% load the whole time so the GPU should have had all the power it needed.

 

At 1st I thought this was thermal related but it turns out that the CPU/GPU only ever reached 65 degrees and continued to throttle even when they were as cool as 45 degrees which to me makes no sense from a thermal throttling stand point.

 

I read many reviews of this exact laptop before purchacing and they all complemeted its ability to out perform intel's intergrated UHD 620 in GPU heavy workloads but at only 400Mhz GPU core clock after 30 seconds it does not even come close to the benchmark numbers shown in the reviews. I am quite dissapointed with this as this was the main reason i brought this over a dell inspiron 13 with an i5 8250u.

 

Is there something I can do to fix this or is this extreme throttling normal?

EDIT: Further test results: 

When under GPU load the power draw on the GPU/CPU package stays below 13W (still below the 15W limit) when the GPU is at 800-900 Mhz then drops to 7W when the throttling occurs. So even when the GPU is working at 80%-90% clock speed it still isnt hitting power limit or temp limit (only 60 degrees). Yet it throttles down HARD to 400Mhz anyway to the point that it goes to 40 degrees and 7W then stays there.

I see that your experiencing issue with the  GPU throttling and computer is overheating, 
Don't worry as I'll be glad to help, For better clarity and to assist you better I would require more information regarding this:

  • Did this happen after a recent window or software update?
  • Does computer freeze or hangup? 

While you respond to that, I recommend you to perform the following steps to isolate the issue and arrive at a fix:

 

First, let's install HP support assistance: Go to Download HP Support Assistant to install the tool.  

 

Next, use HP Support Assistant to automatically install computer updates, such as updated drivers, system updates, and useful utilities.

  1. Click My devices in the top menu, and then click Updates in the My PC or My notebook pane.

    Click Updates in the My notebook pane

  2. Click Check for updates and messages to scan for new updates.

     Updates list in HP Support Center

  3. Review the list of updates. Updates with a yellow information icon are recommended. Updates with a blue information icon are optional.

  4. Click the update name for a description, version number, and file size.

  5. Select the box next to any updates you want to install, and then click Download and install.

  6. Perform any other update management actions as needed.

the bios update failed on my laptop inexplicably . then the laptop restarted apparently with the update f.32. Im still experiencing huge thermal throttling issues above even 65 degrees where the gpu will drop to 200mhz its ridiculous. I will return my laptop if this is not resolved.

My solution is very very simple then ever. Use the throttle stop software. It has an option to prevent the gpu and cpu perf drop despite over heating. Yes it's true that cpu and gpu communicates and even one of it over heats then they make each of them stop for a very short time which makes the game FPS drop.

But i wat to tell you that if you choose this disable heat protection option and also continue to use Turbo boost (which can be also disabled by the same software) then over 75C heat occurs on CPU. Goodluck
