OK ... so what it is you expect us to do from here?
We have no way of testing or diagnosing your PC from here, so if the fan is genuinely not working, you need to see into getting it replaced.
Since this is just a self-help forum staffed mostly by volunteers, we are neither able, nor permitted, to provide any repair estimates or equipment prices.
For this information, you would need to contact an HP Repair or Service Center.
