I downloaded the Fall Creators Update ISO from MS when it came out. It should have been final not preview. Weird it was 16299.15 and not 16299.19 as it is now.

I just downloaded again Windows 10 Fall Creators ISO from MS here:

I ran this script here in CMD prompt to get ISO build details:
dism /Get-WimInfo /WimFile:H:\sources\install.esd /index:1

The build in the ISO is 16299.15 not 16299.19. However, MS just released an update here:

This file will upgrade you to build 16299.19.
I think if you do a fresh install of Windows 10 Fall Creators (1709) then install above update right away it may be the fix for Windows Hello. What do you think...?

I had the same issue with my camera and windows hello after installing the fall creators update. I posted the following fix that worked for me on the Windows Community forum. No one else has confirmed that this fix worked for their spectre x360 though.
Here is what I did:
Open Device Manager (you can use the search box)
Find "Imaging Devices" and click on the drop down arrow.
Right click on the "HP TrueVision FHD RGB-IR" device.
My driver was originally at version 3.6.8.0, which the current version listed on HP's support website.
Click "Update Driver" and the driver should update to 3.6.8.1 (the driver date still says 6/2/17, and the date is older than the date for 3.6.8.0 listed on the HP support website...go figure. These kind of driver update issue is one of OSX major advantages over Windows). Allow windows to search automatically for an updated driver.
Anyways after I updated the driver to 3.6.8.1, it seems to work perfect so far whether starting from a complete shutdown, restart, or sleep mode.
Let me know if this works for you other HP spectre x360 owners.

On my HP Spectre x360 I'm having the same issue and hoped your solution could work for me. But my Device Manager I'm not able to update the IR Camera's driver automatically, because it states it can't find it. Do you know where I could download manually the 3.6.8.1driver?

I think since the fix was posted, a newer update was released to upgrade the version of the IR drivers.
I've tried updating mine again today and it was raised to version 3.6.8.7 and I have no issues with it.
Perhaps try again to run it via the automatic approach. If that is still not possible for you, you can follow the link below to manually find the release for 3.6.8.7

2.Look for the SunPlusIT - Camera 3.8.6.7 drivers that were posted on the Oct 27th. Those are the drivers currently running on mine.
