Just bought a refurbished model and received it yesterday. The things fans run almost constantly, which should never be the case. Especially just sitting there.
- I've got the latest Windows updates, drivers, BIOS firmware, etc.
- BIOS: have toggled "Fan always on" to disabled and enable: seems to have no affect
- BIOS: have set Power Settings to balanced or to battery: seems to have no affect
- Windows: "Adjust the Apperance and Performance of Windows" and turned everything off
- Windows: Power settings to either balanced or Power saver
- Windows: Process power management > maximum processor state > 99% which should prevent Boost from kicking in an reving the fan
Next step is to start undervolting the CPU and GPU (although I do have the GPU disabled since I don't really need it).
Anyone else have this issue and how did you resolve it?
I've had other laptops that are like this initially, but usually most of the above will make it almost completely silent.

Any other suggestions besides doing laptop 101 type stuff?
This is pretty ridicioulous this fan is running at like 100% when the CPU is at 45C (I've been doing a system backup for about 4 hours and it has been at 45-47C the entire time... fan is running at like 100%... this should never be the case). I shouldn't even start to hear it until it gets around 65C and it shouldn't be getting to 65C under normal workloads... gaming, yes.
What would it take to get an update to the BIOS to address this?
I'm about to return it, but from what I've read it is a pretty systemic issue with these, so don't know if it will do any good.
EDIT: Backup is now done running and temps have dropped to 40-42C. Fan noise has gone down about 75%, but still far too much for just sitting there. Opening a browser is going to make it jump up and back to 100%. Kind of unacceptable.
How does one go about fixing this as it should not be happening? I can list off everything I have done to mitigate this noise if it helps to develop a permanent fix.

In this scenario, I would personally suggest you perform an extensive system test from F2.
1. Hold the power button for at least five seconds to turn off the computer.
2. Turn on the computer and immediately press Esc repeatedly, about once every second.
When the menu appears, press the F2 key.
3. On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.
4. Click Extensive Test.
5. Click Run once, or Loop until error.
While the test is running, the time remaining and test result for each component are
shown on the screen.
6. If a component fails a test, write down the failure ID (24-digit code) so you have it
available when you contact HP Customer Support. The information is also available in
Test Logs on the main menu.
Depending on the test results, If the test passes, I would suggest this could be a software related issue.
Let's try to update the Bios, Chipset and graphics card drivers on your PC either from our HP Support website using this link.
