Nice advice!
Problem is, that only SAFE MODE works and it freeze in so early phase of booting, that you have no logs saved.
Therefore I cannot do anything.

Problem is not caused by HP drivers, because even original clean Windows 10 ISO setup is unable to boot.

What is your notebook hardware configuration? Seems to me is better way to backup your data, delete all partitions and install clean copy of Win10.
