My laptop has too many partitions now, 10 total and I need to reformat the drive with two partions but am unable to do it during Window setup or using Diskpart. How cak I do it fast?

Assume you prefer not to remove it from the machine. Use a Linux Live thumb drive and the application gparted.
What happens if you try to delete and format partitions by using something like a Windows 10 install disk?

Am using a Windows 10 USB Disk rignt now and can only format the partitions and not the disk with it. Need to get rid of all those volumes/partitions. I don't do much with Linux right now. Need the site to get Linux Live on one of my USB drive as an option.
