Hi there, i experience the same problem.
HP-14-cm0005au
ryzen3 2200u
4GB RAM
1Tb 5400 hardisk
Win 10 home 64bit
just bought it on November 3rd.
already reset it once and still having the problems:
1. Suddenly getting slow, restart the laptop and still the same.
2. another problem is: a very slow boot process.
around 95 seconds to get the windows ready.
I disabled the microsoft one drive, take away the hp audio, hp diagnostic, it just get better few seconds, this is so weird. Dont ask for ssd upgrade, because my old pentium hp dm3 still load faster than this thing and does not have this slow and lag.

Yes, the cumulative updates have been installed before.
at first day i bought this laptop , i found troubles to windows update, it keep “unable to install and rollback”
and the last time is stuck on that screen, so i did the reset.
Before and after reset, the booting time is to long (around 95seconds)
so i try to uninstall the unnesecarry things,
last is microsoft one drive that really give a big impact to the booting time.
But the problems after it is very unstable using battery and even after i restart and plug in powercord it still happen.
I just did the hardisk check, using the hdsentine. The result is good, so should not caused by the hardisk.
and i just updated the seagate hardisk driver that i get from HP website support.

And now the windows suggest me to scan and repair the hardisk on bootup.
And now all seems smooth, will try to see in next hours.
Does it mean hardisk is fail? Should i go for replacement?
im scared it will break in the next few days or weeks.
update: the windows booting time not stable, sometimes <20s,20s, 25s, 60s,95s.
Really frustated with this laptop.
I called the HP support in my country, and i told the story, they asked me to go to service center, and if needed get replaced.
BUT, if it is really hardwarer (hardisk) fail, they need 3 or more days to be approved, before it get replaced.
I told them that it is only few days since i bought, but there is no tolerance.
So dissapointed this time.

FIRST: Check the processor family using the following option:
Option 1: Use the WMIC command
- Press the Windows and R keys together (Win+R) to open the Run dialog.
- Type wmic then press Enter.
- Type cpu list brief, then press Enter.
- Check the family: if it is Family 21 (21=15h) or Family 22 (22=16h) the processor is affected.

This section explains how to adjust visual effects for best performance and how to disable Windows Aero.
Adjusting visual effects for best performance
The best way to do that is using the HP Guided Troubleshooter:
Click here to access it (simply select your description of the issue from the bottom of the screen to gain access to the next set of steps that should resolve your concern).
If you feel this is a hardware issue related to the processor or the GPU, please try the below test and get back to us with the results:
Install the latest version of the HP Hardware diagnostics (UEFI) on your device using this link: Click here for details
- Hold the power button for at least five seconds to turn off the computer.
- Turn on the computer and immediately press Esc repeatedly, about once every second. When the menu appears, press the F2 key.
- On the HP PC Hardware Diagnostics (UEFI) main menu, click System Tests.
- Click Extensive Test.
- Click Run once, or Loop until error.
- While the test is running, the time remaining and test result for each component display on the screen.
If a component fails a test, write down the failure ID (24-digit code) for when you respond back to us.
